The City of De Soto operates under
a City Manager form of government. The City Manager is
appointed by the City Council and is subject to their
direction, supervision and is to exercise control of all
departments; Public Safety (Police and Fire), Public
Works (streets, parks, water and sewer), Administration
and Building. All department heads report to the City
Manager.
Each year the City Manager collaborates with all departments to create a city budget and capital improvements plan to submit to the City Council for approval. He then has the responsibility of implementing those plans and is to keep the City Council apprised of the needs of the City and its financial condition.
