The City of De Soto operates under a City Manager form of
government. The City Manager is
appointed by the City Council and
is subject to their direction,
supervision and is to exercise
control of all departments; Public
Safety (Police and Fire), Public
Works (streets, parks, water and
sewer), Administration and
Building. All department heads
report to the City Manager.
Each year the City Manager
collaborates with all departments
to create a city budget and
capital improvements plan to
submit to the City Council for
approval. He then has the
responsibility of implementing
those plans and is to keep the
City Council apprised of the needs
of the City and its financial
condition.
David was
appointed as the De Soto City
Manager in 1999. He came to
De Soto
with quite a range of expertise
and education. After college, he
started his career in the
engineering field in Columbia,
Missouri from 1980-1988 followed
by a five-year stint with an
Electric Cooperative at a power
plant in north central Missouri.
In 1995, David was appointed the
City Administrator in Fayette
Missouri
where he served until coming to
De Soto.
He holds a BA degree in Chemistry
as well as a BS degree in Business
Administration with a minor in
Accounting from ColumbiaCollege.
After arriving in
De Soto, David has
become very active in city, county
and state organizations including
the Chamber of Commerce, the
Economic Development Corporation
of JeffersonCounty,
the Jefferson County Growth and
Development Association, Missouri
Intergovernmental Risk Management
Association and Rotary
International. David
operates an open door policy, but
it is advisable to make an
appointment as he is the key
representative for the City and is
often required to be out of the
office.
City Clerk
Arlene Burt - City Clerk Some of the
responsibilities of the Administrative Assistant/City Clerk are to attend
meetings of the City Council; record and transcribe meeting minutes; serves
as custodian of official City records; coordinate City elections, supervise
preparation and publication of legal notices; draft letters and memoranda;
oversee the Risk Management Program and in the absence of the City Manager,
will supervise all activities and personnel of the City.
The Administrative Assistant/City Clerk attends meetings of the City
Council, records and transcribes minutes; serves as the custodian of
official City records; serves as safety coordinator and oversees the Risk
Management Program. Prepares letters, memoranda, and legal notices. The
Administrative Assistant/City Clerk certifies election ballots to the County
Clerk’s Office. The Administrative Assistant/City Clerk administers oaths of
Office and accepts voter registration.
Additionally, the Administrative Assistant/City Clerk serves as office
supervisor for the positions of Deputy City Clerk, Finance Clerk, Utility
Billing Coordinator, Court Clerk and Clerk. This position also performs
duties of the City Manager, in his absence.
